It Possibly could be rigged, Definatley not random distribution. The Idea of Scratchers I believe is for the average person to buy 1 or 2 tickets, test your luck an move on. The Lottery Bible is a time tested resource. It just doesn't come with enough instructions. It requires us to study it layer by layer over and over again for understanding. It's like peeling an onion's layers. With each layer, more and more information is revealed. I'm still looking for ways to use this log with other types of numbers games besides Pick 3 and Pick 4.
