The Cash value is based off of the amount of government bonds The Lottery would have to purchase in order to pay out the annuity amount. For the past several years those bonds paid little interests. Now they are paying over 4%. The difference is the amount of $ they earn in interests compounded over 20 years. Or something like that.

I would always prefer the lump sum but I definitely would not trust a state like Illinois for the annual payments. It wasn't that long ago that they were giving you an IOU for any winnings over $600. And the state government there has been corrupt for a long, long time. They even have a saying there that all their Governors serve two terms, one in office and one in prison.

I never participate in lottery pools because of potential problems like this. In Western Australia, the State Lottery, Lotterywest, is owned and run by the State Government. The other Australian States have sold off their lotteries. Lotterywest also has an excellent App, where people can participate in lottery draws. It is much more convenient than paper tickets.

Exactly why I keep screaming that lottery winnings should never be taxed, ordinary income or not. Go to USAMEGA, pull up jackpot analysis for your state, and you get sick to your stomach. I prefer WINNER TAKE ALL. They can impact more ordinary lives with the win than the government.

1. Plant a John Wick garden in your basement. Plant plenty of gold, silver, diamonds, coins, cash. No credit cards, debit cards, bitcoin, or electronic finance crap.
