Wherever people and large sums of money are concerned there exists the potential for rigging . I am from Pennsylvania, home of the now infamous 6 6 6 draw that resulted from lottery officials tampering with the pick 3. Fully aware of the odds, but enjoy the challenge anyway.

I don't know about the family not having a claim. They are in Maine which honors a verbal agreement. An example would be Marie Holmes who won Powerball a few years ago.
