Nevada Gov. flip-flops on lottery
True or not, it doesn't really matter Nevada Gov. Jim Gibbons might not remember it, but the record shows he has flip-flopped on the issue of a state lottery. Gibbons told a town hall audience in Minden last week, I have no problem with a lottery. As they have for decades, lawmakers are again considering creating a state lottery in Nevada. Asked about his stance in an interview, Gibbons said, I never have opposed a lottery. When did you hear that? Gibbons' previous opposition is in

Oklahoma Lottery worried about prospect of Arkansas lottery
Already falling short, Oklahoma Lottery sales could suffer even more from Arkansas competition A proposed lottery in Arkansas would devote more sales revenue to prizes, giving it a critical advantage over Oklahoma's game, Oklahoma's lottery director says. Oklahoma law requires 35 percent of sales revenue to go to the state, reducing the size of jackpots, making the game less attractive, hurting sales and ultimately resulting in less money for the state, lottery director Jim Scroggins told

California Lottery revenues dip
California Lottery officials on Tuesday lowered revenue estimates for the year by $275 million, just as Gov. Arnold Schwarzenegger suggested the state could double sales in a decade. Citing a declining economy and poor brand image for the games, officials said the lottery's declining performance would reduce contributions to public education by $94 million, about 8 percent less than expected in the fiscal year that ends June 30. It makes it more difficult for the lottery to meet the goals

California Gov. calls for expanding, privatizing lottery
An Example of using Lottery procedes as standard tax revenue. More states are doing this, and have been. Since lottery revenues are fairly predictible, states have been using those funds as a substitute for taxes. Instead of raising taxes to pay for something, they use lottery money. For example, say a state spend $1 billion on education last year. This year, it needs 1.1 billion. Normally, they would raise taxes to cover the gap. Now, they'll take $100 million out of the lottery fund.
