Tribal casino lobby in CA spends something like $8 billion a year trying to coax the state legislature to shut down any gambling and gaming activity in CA that isn't a tribal casino. They're the reason why we have pari-mutuel payouts in the first place. Unless someone's got $8 billion and 1 laying around somewhere, it ain't happening.

No disagreement from me that the government needs to regulate all forms of gambling in the state. 35% seems monumentally excessive however. That's a case of trying to protect the lottery, rather than a logical fee. So I agree on the regulation, but I think the fee should be smaller. (Incidentally I think they take too large of a cut on the lottery too, so you can see where my mind is at on these things.)

No not necessarily, many players spend a lot more, for eg. $40 a day is $14K+ a year, so it is perfectly OK to claim $10K if all your winnings are $10K for the year. That is reasonable, but claiming $60K , if say $80K is won, $60K is about $170.00 a day is much heavier gambling, better have receipts for that scenario or the income to support......
