*1. The minimum age for buying lottery tickets in all three neighboring states (Minnesota, Montana, and South Dakota) is 18; therefore, the minimum for ND should also be 18. *2. Powerball would be a good start, but obviously it won't be enough. The second ND lottery game should be Hot Lotto .
