In my opinion, I would have to say that the ticket belongs to the store. He purchased the unsold ticket after the draw, however, the cost of the ticket was already absorbed by the store and was useless once the draw had occurred. It would be nice if the store and the employee split the winnings, but the store most likely wins this.

I think he rigged it. Just my opinion though. I just find it odd a guy that infiltrated the government. Won a jackpot. Well technically he did not win. But his trust did. Good point though. Like you said he could have simply bought it. Either way to me it's weird. I think I'm going to dig into it a little deeper. See who was running the lottery then. Who they are ect ect ect.......

Yes i would pay a fee just to avoid the tax in my state. It's almost 9%. And I'm down to just playing one number per draw. So paying double really would not bother me.
