There are lots of lottery games with overall odds of winning a prize of 1:10, so if you're willing to buy 30 chances each time, you will probably win at least one prize($1 or a free ticket) every time. Ohio Rolling Cash5 and West Virgina Cash25 are just two of such games.
I don't live in Ohio or West Virginia. Here, in NY, playing 30 dollars on a QP will almost gaurantee a total loss. I know. I've tried.

I don't think you can mail lottery tickets, but maybe that's only across state lines. I agree with RJOh since it would be better to donate the money to a local food bank or animal shelter, so you know you are truly helping people. (animals are people too)

I apologize for voting yes since I never cross the state line any more. I read your post after I voted and you were only referring to the current game. oops! I used to travel from NH to MA all the time, but the New England states are very small compared to Florida. I live about 400 miles south of the border. Maybe I should move to Jacksonville!

I've seen tickets in trash cans, but I never checked them out. Personally I keep tickets for 6 months to a year in a shoebox. Then I dump them. They're only good for 180 days months from the date of the drawing anyway.
You should keep them for the tax uyear just in case you win anything reportable. I hope this doesn't open a can of worms, but the law is you can dedcut your losses up to your winnings (but you have to have proof).
