A former Iowa Lottery employee was arrested after an investigation found she stole lottery tickets from stores and a bar in the Fort Dodge area, according to officials and court records in the case. Toni Hammer, 49, of Alta, was charged with seven counts of lottery fraud and one count of tampering with records. Hammer worked as a district sales representative in the lottery's Storm Lake office and was responsible for delivering tickets to stores, said Mary Neubauer, a spokesperson for the lot

No. You should report it to your lottery office. Some 7-11's in California treat winners the same way. They have no problems selling you tickets, but once you come back with $100+ winners, they give some excuse and refuse to cash it. I see complaints on our CA Lottery Facebook site sometimes, and the CA Lottery office responds by requesting that we report those stores.

In re omitting zero payout for Hit and Miss, Texas does the same thing for AoN. And they're not run privately. However, the payout chart does have a gap so it draws your attention to the disconnect. I think once Illinois gets enough complaints they might insert some space too. lol
