Well in this instance how does one know if the free play takes over for a real money prize and is deducted as so. A free play is worth about 50 cents, and if its represented as a buck in the prize pool than its highway robbery and smoke and mirrors.

California Lottery wants changes
Its simple raise the payout amount and advertise it like crazy and that will lead to more sales. Im sick and tired of these states like Illinois using semantics to change the game (Little Lotto) to hoodwink players into thinking they are getting a better deal with a game when in essences its smoke and mirrors as the only thing that matters is payout percentage, and that is stuck at a measly 50%. To me PA has the best Take five game out there.

Well, it'll still take hundreds of journalists to sift through, and really only high-profile people will get attention, politicians, athletes, CEOs, I don't recall any leaks about some random Billy Jones with an LLC somewhere in the Carribean.
Also, this info didn't come out with just FOIA requests or journalist effort, an internal informant had to leak it. At that point someone in the bank's backroom could just tip the press off to what a fat check you just cashed that somehow exactly mirro
