Yes, it is a voluntary tax. But as you know they like to tax the tax as much as they can get away with. They do tax winnings and now they might also tax lottery sales, that is the buyers will pay the tax. You pay the tax when you buy the ticket and at the same time pay sales' tax on the amount of the sale and later if you win pay a tax on the win. Taxed 3 times, if bought online, pay an online gambling tax, now tax the tax 4 times.

While of course not all nor maybe most lottery clerks are like that one, there might be very many that when given such a chance will right away reach out and grab it, I guess that the bigger the prize also the bigger the temptation.
