Includes video report
An Ohio man won $5 million in the Ohio Lottery Tuesday, but even though he's dependent on kidney dialysis, he says he plans on helping friends and charities with financial gifts.
Phillip Withem, of Logan, won the second chance drawing called the Top Prized Drawing.
In 2006, Withem turned a $20 instant lottery ticket into $2,500. Then, he won another drawing out of 86 entrants. He said the fact that he is now a millionaire hasn't sunk in yet.

S.C. Senate passes expanded gambling law
Includes video report
The South Carolina State Senate passed a bill Wednesday that would allow charities, schools and churches to hold raffles legally.
Right now the only legal raffle in the state is the lottery. Opponents of this new bill said it would open the door for organized gambling.
However, supporters disagree and said it's common sense to update state law that's more than 200 years old. The activity is practiced among organizations in order to raise money for good causes.

Don't throw out that lunch receipt: It could be worth $1,000.
That's the idea behind a campaign to force Puerto Rico's many tiny markets, food stalls and other mom-and-pop businesses to collect sales tax.
Puerto Rico's Treasury Department is transforming receipts into lottery tickets, printing contest numbers on each receipt and holding weekly drawings for cash prizes ranging from $100 to $1,000. It also plans to have a monthly drawing for a car.

No, Carolyn, it's not a heart attack. It's a fortune.
The man who bought one of two winning tickets in the $380 million Mega Millions lottery frightened his wife when he woke her Tuesday night to share the life-changing news.
I was pale, shaking. She thought I was having a heart attack, retiree Jim McCullar recalled.

What you've never had, you never miss, said Violet, 78.
Married since 1974, the couple does not live large. They don't travel, they don't gamble (beyond playing the lottery) and they don't buy what they don't need.

'I wish I'd won a billion dollars' not just $18.5M
Ten years after he and his wife won $64 million in the Big Game lottery, Alex Snelius wishes he'd won more money.
The 73-year-old Palos Heights man doesn't want to replace his 2001 Lincoln Town Car. Nor does he want a bigger home (he'd actually prefer something much smaller).
I wish I'd won a billion dollars so I could keep everyone happy, said Snelius, a retired truck mechanic originally from Lithuania. Snelius opted for a single $18.

As twists of fate go, Cynthia Stafford has been dealt some doozies.
In 1999, Stafford's younger brother was killed in a car accident, and the state of California placed his five children in foster care. Cynthia would have none of that: She applied for?full custody of her nieces and nephews, ages 3 to 10, and though the state initially fought her, Stafford prevailed and became an instant mother to five children a full-
