You have to be very careful using the word "guarantee" and "lottery" in the same sentence. You can only have a 98% "guarantee" if you play 98% of the tickets. For a 6/49 game, you'd be talking about millions of tickets.
The next kind of guarantee is a guarantee to match a certain prize if some amount of numbers drawn are within a set of numbers you choose. You can see in the previous sentence that I've color-coded the three main variables that together determine the "guarantee". There are literally thousands of combinations of those three variables, so you really have to learn about the process (and PRACTICE) before you start buying real tickets that way.
