Here is what I would do to change the games that the MUSL offers.
Powerball: Change the matrix to 5/55 and 1/50. Increase the starting jackpot to $20 million annuity.
Hot Lotto: Change the matrix to 5/45 and 1/27. Increase the starting jackpot to $2 million annuity. Drawings would take place Mondays, Wednesdays, and Fridays.
Wild Card 2: Keep the 2 plays for $1. Change the matrix to 5/40 and 1/28 (8 through Ace of every suit, instead of just the Royal cards). Add a Joker feature. In the dvent that a randomizer draws a joker, all lower prizes would double. Offer $1 for matching WC, $2 for 1+WC, $3 for 2+WC, $5 for 3, $10 for 3+WC, and the starting jackpot would be increased to $200,000. All other prizes would remain the same. Drawings would take place on Tuesdays, Thursdays, and Saturdays.
2 By 2: Instead of a free ticket for matching one number, players would get their dollar back. The top prize would roll every drawing. There would also be Sunday drawings.
I would start up the Match-6 clone, but I would make the top prize annuitized (with a cash option). I would offer a prize for not matching a single number out of the 18 on the ticket. Tickets would cost $1.
I would aso require that if a state wanted to join Powerball, they had to do two things:
1. They had to offer at least one other MUSL game.
2. They had to have at least 3 in-state games, with one of them offering a rolling jackpot. They would not support themself simply on MUSL games.
