It may have to do with language barriers. Puerto Rico's official language is Spanish (which we let them do because America believes in the principle of freedom, well at least we used to). Anywho back OT, last time I checked the people at MUSL conduct business in English, something I don't think many people living in PR know. So that makes things difficult. But I would imagine PR could use P-Ball. They have two 6/42 games (Loto & Revancha). I don't know what the difference between those two games are, I doubt there's any. They also have a Pick-3, a Pick-4, and get this, a Pick-2!
