A wheel is simply a set of permutations of a given set of numbers. For example, let's say you're entering a 6 from 49 lottery, and want to wheel the numbers {1,2,3,4,5,6,7,8}. A full wheel (one that covers all eight numbers) will have 28 entries:

1 2 3 4 5 6
1 2 3 4 5 7
1 2 3 4 5 8
1 2 3 4 6 7
1 2 3 4 6 8
1 2 3 4 7 8
1 2 3 5 6 7
1 2 3 5 6 8
1 2 3 5 7 8
1 2 3 6 7 8
1 4 5 6 7 8
2 3 4 5 6 7
2 3 4 5 6 8
2 3 4 5 7 8
2 3 4 6 7 8
2 3 5 6 7 8
2 4 5 6 7 8
3 4 5 6 7 8
1 2 4 5 6 7
1 2 4 5 6 8
1 2 4 5 7 8
1 2 4 6 7 8
1 2 5 6 7 8
1 3 4 5 6 7
1 3 4 5 6 8
1 3 4 5 7 8
1 3 4 6 7 8
1 3 5 6 7 8

But as you can see, this will be expensive (exponentially so as the number of balls covered increases). The alternative is an abbreviated wheel, such as:

1 2 3 5 7 8
1 2 4 6 7 8
1 3 4 5 6 8
2 3 4 5 6 7

Here you are using only each number three times.

Sorry I wasn't more help, I don't use wheels myself. Perhaps someone else could help out?

lottoweave,

If you write a full 5of10 wheel, it would have 252 combinations.  You could switch the numbers around to make it look different, but it would still be the same wheel with 252 combinations.  If you wrote an abbreviated 5of10 wheel with a guarantee to match four or less, its size would vary depending on its efficiency or the type of coverage you wanted, so there could be many different wheels.

I've seen wheels designed to guarantee 100% match for a small group of numbers within a larger group that guarantees a smaller match for the group as a whole.

The freeware program CoverMaster will build an abbreviated wheel with any guarantee and it will test any wheel and print out its coverage.  It can be used to analyze any wheel and/or include it in another wheel efficiently, I think that is referred to as a wheel within a wheel or double coverage.
