PB lump sum gone down

Sorry if this has been discussed already...but has anybody noticed that the lump sum has decreased (both as a percentage to the jackpot and, more important, in real dollars) since the addition of the two extra white balls? The current PB game, now in its 10th rollover, has an estimated jackpot of 92m and a lump sum of 46.5m. In the game prior to this one, the 10th rollover would have paid (had someone won that drawing) a jackpot of 84.2m and a lump sum of 47.2m. That's a $500k difference in the lump sums of comparative games. Why is this?

     The CVO is less than normal because the states have experienced lower sales than normal this run.  The annuity is just bigger because each payment increases by the effective rate of interest each year under the new system (I think the first payment is the CVO/30), as opposed to the old system, when each payment was equal.
