Nevada doesn't want a lottery, never has, and that's ridiculous. The Mega Millions progressive slots, in fact, were put in as an answer to lotteries.
When the casino industry started spreading beyond Nevada and Atlantic City, it was thought the holdouts against any gambling at all would be Hawaii (those running illegal gambling don't want the compition, and Hawaii in fact is the lifeblood of a couple of joints in Vegas), Utah- (Mormons), and Tennessee (Baptists).
Well, Tennessee, like Missouri, borders 8 other states. Tennessee now has a lottery as they probably sat down and figured out how many Tennesse dollars were going across state lines to play one in another state.
