    First of all let me say that if i could design a lotto i will not design one but many, all with different payouts and odds...
    if i could design a lotto (this is one of the many designs i have)i would make it be a pick6 that will select 5 numbers from 1 to 35 and 1 mega ball from 1 to 14...I will give money for matching 1 number and no bonus which will be 50 cents. and where people will win for matching 0 numbers and the bonus ball....For matching 4 numbers and the bonus ball a person would get, like 3 or 4 thousand dollars...The first prize payout will be at least 600,000 dollars and only 150,000 dollars will be taken for taxes...At most it will pay 800,000 dollars and 200,000 will be taken for taxes...And maybe, not sure, will have to research it, but 20 or 30 thousand for matching 5 numbers and no bonus ball...
    But i will first test this lotto on the internet, i will make it a free online lottery, where the players have to view ads to get free tickets. I will use as less advertisers as possible and each household will get 50 tickets....I will also advertize this free online lotto on the newspapers and if i do get serious cash for running it, i would advertise it on tv....I would pay a lottery wheels company into checking the lottery wheels for my particular game, for i don't want someone with a killer wheel to "kill/stiffle" my lotto game...I would be flexible with the payouts though...and I would collect like 10 percent of total revenues if the game came into being...
    That to me, will be the a nice lotto design..
