        They probably are. 

        But the vote buying is almost certainly happening from every direction.  Trouble is the votes won't hold still and stay bought.

        I'm thinking that's probably the best hope for this thing crashing and burning.  Another year of having their votes bought is bound to have a certain appeal under the dome.
