Which do you consider the better game?

Illinois Little Lotto is a 5 /39 game with a progressive jackpot that starts at $100,000 and grows until hit. It has been over $1,000,000.

The prizes are:

5 of 5   Jackpot

4 of 5   $100

3 of 5   $10

2 of 5   $1 

The Missouri Show Me 5 Paydown  is a 5 / 44 game with a top prize of $50,000 tax paid and the prizes are:

5 0f 5  $50,000, taxes paid, so $50,000 cash

4 0f 5  $250

3 of 5   $10

2 of 5   Free Ticket 

The Illinois game jackpot is a proze pool divided up by however many people hit 5 of 5 for that drawing, the Missouri game is $50,000 tax paid until 14 or more hit* 

Granted that the odds of hittiing 5 in a 5 /39 game are a lot less than those of hitting 5 in a 5 / 44 game,  but considering odds and payout structure, which do you consider to be the better bet?

There's a remark on the bottom of the Show Me 5 ticket that if 14 or more people hit the 5 of 5, $1,000,000 will be divided equally among the winners.  

Those who run the lotteries love it when players look for consistency in something that's designed not to have any.
