Even though HL is now computerized, this is a game that should be taken seriously. This game should IMO eventually be made available by all MUSL members, even if the game is changed to make it less like Powerball. Changing the name from HL also would be a good idea, as Idaho once had a pick-5 called "Hot Lotto".
MUSL of course should continue to push to get all PB participants to join HL, but it should also very soon (say next year) change the double matrix. If MUSL wants to keep it a mini-Powerball, I suggest the following changes:
New double matrix, 5/43 + 1/18 (one extra white ball for each of the four MUSL members that have joined HL since it began; HL now has 10 jurisdictions, including New Mexico; but one less "Hot Ball" to give players a slightly better chance of winning per $1. Jackpot odds go from 1:11 million to 1:17.3 million.
Starting jackpot increased to $1.5 million (the MUSL members that still have "classic lotto" games usually start their pots at $1 million; eg Connecticut.) The minimum rollovers are increased to $100,000, meaning it would take no more than five rolls to reach $2 million.
The eight lower tiers have the same prize amounts as the current HL (to help build the jackpot faster) except 4+0 is increased from $50 to $75, and 3+0 goes from $4 to $5. The minimum prize continues to be $2, but the overall chance of winning is slightly better as there is one less "Hot Ball".
There is no need for a "Blue Game" which would dwarf Mega Millions and Powerball jackpots. But HL "needs" to be offered by every MUSL member. Increasing the HL jackpot potential IMO is the best way to get more MUSL members in HL.
