  KY should then join Hot Lotto, since KY is a MUSL/Powerball member. (Actually, you can't rule out KY offering HL and LOSE for Life at the same time, since the top prize in each game is much different.

  GA and VA meanwhile should try to partner with other Mega Millions states in offering a secondary jackpot game; its own version of Hot Lotto. Remember when Michigan and Ohio, each with MM, considered a joint jackpot game?
