Excel Help Needed

I do not know much about excel... self taught on what I do know, so I am hoping there is someone here that can help me.

I was wondering if someone can tell me a formula for doing a rundown but yet still having the zero appear in its first digit spot if need be. Also its got to be designed to use lottery math where 6 and 7 = 3 and NOT carry the 1 over.

So the rundown would be like so..

How can make a formula that would automatically generate the sets once the initial 3 numbers were put in place to start the sequence. (Notice the 0 to 9.. can this be done without borrowing?) 

Please someone help...
