  The Tn lottery is giving players a choice:

  Play the lottery or do phone sex.

  It is called "Phone Sex For Education", for maybe they mean for "Sex Education", it is a way for the state to make some extra money "On the Side", another source of revenue, just in case the players quit playing the pick 3 due to all the mistakes, maybe they will be happier with the phone sex.

  Tn state says that it is all "Harmless Fun"

  Support the state, do the "Phone Sex Dollars for (Sex) Education" thing.
