Okay, when I tested Pick 3 Pirate in Oklahoma for the month of December of last year, the program produced 13 winners out of that month or about a 42% hit ratio.
Let's see if I can do some filtering and still maintain a decent hit ratio.
May 3rd, 2008 - Setting up parameters...
For starters, I'm looking at Oklahoma's Pick 3 History for the last couple of weeks and back to back doubles have just been drawn. If the average is 2 doubles per week, then I'd say we are all good there. So, I'm filtering out all doubles for tonight's drawing.
I have set my Stats to the last 15 draws and have choosen % of Drawings for the order of my digits.
7631504928 is my digit lock. I'll enter those digits into the program to unlock it into 3-digit picks.

Now, I'm thinking I need to focus on some key digits. The fewer, the better.
There are a couple of digit positions that are more frequently drawn than the others here in Oklahoma. The first digit of the previous winning draw returns fairly often, And the fourth most recent digit drawn also has been showing well. When I say, fourth most recent digit, I'm referring to counting multiple occurances of digits as just one occurance until you come to the fourth digit in history.
Last night's winning number was 7-6-7
Key digit #1 is 7, because it was in position #1 when it was drawn last night. It came from the first ball machine, in other words.
Key digit #4 is 1, because 7, 6, and 5 came after it did. I simply looked at the history and saw that digit 1 was the fourth original digit as of now.
So, I have my key digits...

That took my list from 50 picks down to 35... I still need to filter.

What I've also noticed about Oklahoma's Pick 3, is that the 8th, 9th, and/or 10th digits from last drawn list are frequently drawn. That would be the colder end of all the digits.
2, 8, and 9 are the longest out digits, currently.
Those would be in 8th, 9th, and 10th position on the "Last Drawn" graph.
So, I'm going to filter anything out that doesn't at least have a 2, 8, and/or 9 in it.

Now, I'm down to 21 picks. Hmmm, that's way over my budget still.
I need to dump some more picks.
I guess at this point, I need to use "The Force" or something. I could go with the most popular HHL-LLH/OOE-EEO and eliminate the rest. I'll do that.

Okay, that leaves me with 12 picks. It would be a lot less painful to lose $12 than $50, so I guess I could hold it here. I may get a notion to just play 5 of those and dump a few more in the process.
The filtering I did probably won't work in other pick 3s because trends and patterns and reoccuring digits and such differ from state to state, But observing little things here and there in each state would really help to customize a filter process. I think it has to be customized to fit with each state, though.
