Every number has a 1:1000 chance of hitting regardless of what was drawn the day before (in Pick-3). It doesn't happen that often, but it does happen.

With TN, some number have the odds of 1:5,000,000 that will show up, while other is 1:15. In reality, it is 1:1,000.

my guess is your referring to these numbers

        Tier 3
        098(809,809) 189(189,198) 573(357,375) 016(016,061)

        Tier 2
        241(142) 356(536) 826(682) 756(765) 416(416)

As a paid member you can see and compare results for all the daily results for pick 3 and 4 games. Click results in the blue menu bar up top click daily numbers games. Click advanced tools and options you can then chose to check deflate or inspect midday, evening or combined results. There is even a calendar so you can back tract check daily results.

42 states have daily pick 3 numbers drawings many twice a day 220 unique numbers out of the pool of 1000 so because of that many states can share the same numbers that were drawn.

I was looking for a way to take advantage of this if it was legal to play numbers for all states on-line.

Depends on the game. If you're referring to Pick 3, then the odds of the same numbers appearing on two specific occasions are (1:1,000)x(1::1,000) or 1::1,000,000. If Pick 4, then (1::10,000)x(1::10,000) or 1::100,000,000.

            The drawing method is irrelevant.
