Maybe you remember a professor in Texas a while back did a survey the different lotteries across America, and graded them on certain merits (http://www.sacstat.org). However, the survey tended to focus on fairness, transparency, and overall idiot-proofing. There's nothing wrong with that, but there is more to a lottery's quality than just posting odds and recalling instant games when the top prizes are gone. The survey did not grade on the quality of the games offered, nor give enough emphasis on rewarding ball drawings and punishing RNGs. But then again, the quality of the games didn't matter because the purpose was to ultimately discourage people from playing.
I want to make a lottery grading system not for the lottery bashers, but for players like you and me. One that grades the quality of the game, the ease of play, and yes, whether or not it's fair and on the level. I hope to post lottery grades and reviews on my blog.
One thing though, I need help from you guys at LP. What do you think is important in the grading of a state and it's lottery? I'd really like to get your input. Just reply to this message. Your ideas will be put to good use, promise.
