I was just wondering since the Texas cash five actually pays $2 for a 2 of 5 hit (unlike NY Take 5 free play) shouldnt the prediction stat page pick that up as a hit?

Prediction prizes are awarded in the same amounts for every game of a particular type.  That allows comparisons of prizes won between states.  At the time the I wrote the predictions system, I left it up to the members whether they wanted standardized prizes for all games of a particular type (like Pick 5 or Pick 6 games), or if they wanted to use actual prize amounts.

Overwhelmingly, the members voted to use standard prize amounts, because otherwise people would only post predictions for states with better payouts, simply to improve their stats.
