I'm not sure what the "raw numbers" are in this case but, there are pre-draws conducted. These are basically designed to give every number and combination an "equal opportunity" to be drawn. This is why you'll sometimes see at least (2) of the same numbers from a previous draw re-appear in the same positioning and this is no coincidence.
Studies have shown that if they were to just crank up the machine and conduct the draw on the first pull, the consistencies of even (1) number in a particular position being drawn twice in a row would be far less and give the player an edge. I've even read that the weight of the balls could be a factor based on the number. How? Some numbers are larger than others and thus contain more ink i.e. #1 vs. #9.
All this plays into trying to balance out the number frequencies and, even so, the pure luck of the draw sometimes prevails into repeated combinations or paired combinations. Hope this helps a little.
