  Those who run the lotteries love it when players look for consistency in something that's designed not to have any. So many systems, so many theories, so few jackpot winners.

  I seen her at the quickie mart..she was wearing a big floppy hat and sunglasses.. she bought a taquito and a giant slurpie...

  Exactly.  She is like santa, selling lottery tickets and seeing who is naughty and who is nice.  THose who throw the money down on the counter win nothing.  THose that put it in her hand and smile win a few bucks.  Those that tip her win big time!

  I see her/him as the collective group energy for LP ... if we keep it positive we will positively win something ... but s/he is a very fickled entity and loves to play games. Usually s/he comes to visit when you least expect it ... and can be enticed with a delish beverage or sweets or a bit of silver crossing her/his palm .... but you will never know what her/his ultimate tip needs to be to have Lottery Fairy bring you a BIG win!
