There is only one real way to know and that is to calculate their money spent and money won and percentage of hits. People that predict in threads and blogs with numbers scattered all over the place cannot be calculated.
You have people here that say, "Did you see that?" "I told you it was going to hit!" "I posted it yesterday!" "I know my numbers win!"
So, you've been following that person's hits and playing them and you say, "Where? Where did you post it?"
"I posted it yesterday inside my comment on the current news item."
Who would think to look there?
It is nearly impossible to follow all the numbers just being posted willy-nilly. You would never know if they posted one number or a hundred numbers - how could you tell if they are good? If they posted a hundred numbers, naturally one would expect to see them hit somewhere in some State, nearly everyday. That would make it seem like they are great. Of course, you will also see the obligatory "WTG!" from everybody, making it seem like they are even better than they are.
Another factor that makes it impossible to tell how good they are, they happen to hit, for example, a pick 3. Three times straight! Sounds like they made $1500 bucks! But nowhere do they mention they lost $2000 the week before.
So, I say follow the Prediction Board.
