As you can see from the chart above, there are different odds for each prize. There is no perfect ticket that has the best odds for every dollar amount. It is a good idea to shoot for the top prize in every game, but you also have to realistically ask yourself if you would not like to win some smaller prizes in the mean time. The trade-off is that you will win less money on Georgia Lottery Black overall, BUT you have much better chances of winning $500. Compare the $2 ticket Georgia Lottery Limited to $10 Jingle Jumbo Bucks. They both offer the same odds of winning $500, but with Jingle Jumbo Bucks, you have to spend 10X as much.
I have won 10 out of 25 times that I have played Georgia Lottery Black, but I am at have lost $100. In what world does that make sense? If you compare Jingle Jumbo Bucks to Maximum Green, I have won $100 twice on each game. I have purchased over 80 Jingle Jumbo Bucks tickets, but less than 20 Maximum Green tickets. My new tickets will be Maximum Green and Georgia Lottery Black. I will spend 90% of my scratch off budget on those two tickets roughly, but I may throw in a few other tickets from time to time. Keep in mind that if a ticket has paid out most of it's top prizes, it has most likely paid out most of it's lower tier prizes. In summary, there is a lot more to keep in mind than just the overall odds of winning.
