Yes, you can get it by making a public records request to your state lottery commission. You should be able to find the email or contact for the public records request coordinator buried down on your lottery website somewhere.
I got mine from CA Lottery recently, only a portion though, but its a start. The data may look something like this: (actual CA 2010 data)
PRIZE_AMT PRODUDCT_NAME CLAIM_CREATION_DATE PLY_LAST_NAME PLY_FIRST_NAME OUTLET_NAME ADDRESS CITY STATE ZIPCODE
10000 MILLIONS IN CASH 7/9/2010 RAMIREZ JOHN MOSTLY 99 CENTS STORE & MARKET 692 S MADERA AVE KERMAN CA 93630
1000000 MILLIONS IN CASH 10/27/2010 MAGDALENO FELICIANO TOBACCO & GIFTS 1057 N STATE COLLEGE BL ANAHEIM CA 92806
1000 MILLIONS IN CASH 6/25/2010 PAKYEUNGWAN JOHNNY WELCOME BOOKS & GIFTS 1611 S AZUSA AVE HACIENDA HEIGHTS CA 91745
I wish they would publish this stuff on the website instead of making you dig for it, but I guess that is not in their best interests. They probably want to give out as little info as they can get away with, need to know only. The more info the player has the better their chances, so that conflicts with the lotto's goals.
