A good Pick 3 computer software should have these three elements:
1) Several number selection methods that can be verified manually for correctness - never rely only on 1 method as they all tend to fluctuate. Avoid software that does not explain how it selects the numbers.
2) Wheels for distributing selected numbers into combinations that cover all possibilities to win. There should be at least several choices for wheels depending on number of numbers to play and type of play (straight, box, singles, doubles).
3) Backtracking for all number selection methods to verify their performance in the most recent time, so you can select a method that is the most effective currently (once again - methods will fluctuate so their efficiency must be constantly checked).
Any of these elements (even one) missing from the software makes it basically useless.
There are other elements that should be included in Pick 3 software but these are the most important.
So, before you select a software check beforehand what's useful in it.
