If you hit the 5 WB numbers on 500 plays and added the 4x multiplier to all of them, would they honor the 500 million dollar payment? I guess my question is, is there a limit to how much they'll pay someone on a non-jackpot win? A crazy what-if scenario: what if someone were to hit the 5 WB numbers on 1000 plays, all with the 4x multiplier. They'd have to dish out 1 billion to a non-jackpot winner, right?

No they would not honor the payment.  Once the second tier prizes reach a certain amount (I believe it is based on the jackpot amount and/or each individual lottery has a rainy day fund to pay out higher then expected prizes)

This is from Idaho's lottery website for powerball

NOTE: Some or all of the preset prizes may become pari-mutuel under certain circumstances as defined in the game rules. 50% of all money played is allocated to Powerball prizes.

So basically if too many people win then they will split up whatever amount they have in the lower level pot and people would get less then the amount that they thought.
