Some highlights of (A2578) bill authorizing Internet gambling
* Any game that can be played in a casino could be offered on the Internet with approval of regulators (Nevada only authorizes poker)
* All equipment used in Internet gambling would reside in Atlantic City with the exception of backups and other equipment not used for Internet gambling
* Promotional Internet gambling credits would not be included as part of gross revenue calculation, and would not be taxed
* Internet gaming equipment must verify a player placing a wager is physically in New Jersey
* Division of Gaming Enforcement may establish Office of Internet Gaming and delegate it administrative authority
* Issuance of Internet gambling permit shall cost not less than $200,000, including nonrefundable deposit of $100,000. Renewal fee shall be not less than $150,000
* Licensees also must pay $150,000 of which $85,000 will go to the Council on Compulsive Gambling of New Jersey and $65,000 will be used for compulsive gambling treatment programs in the state
* No organization or business other than a casino in Atlantic City or licensed Internet gaming affiliate can make its premise available for placing wagers or advertise its premise for that use. Violators would be subject to penalty of $1,000 per player per day for making premises available and $100,000 per violation for advertising use of its premise
* Prospective Internet gaming affiliates with headquarters outside of the United States can apply for a license but is subject to review of past history and “asset utilization in the context of past and current federal and state law.” Division of Gaming Enforcement also shall consult with U.S. Department of Justice prior to issuing recommendation to Casino Control Commission on licensure
