  You can request a book inventory report (with book numbers for an additional fee), and they'll show you the number of books sent to each retailer across the state. They'll show you books in received, activated, and in-transit status.

   

  Even if it wasn't an outrageous number, the ability to essentially scratch 10+ books up front as a retailer without balancing out your own register is still an advantage and luxury most players don't have. 

   

  I know the owner who won the $10 Holiday Cash $2M prize was ordering alot of books, and it wouldn't surprise me if this guy was an avid/compulsive player who also benefited from being able to ask the lottery to send 10-20 books of World Class Cash at a time.

   

  The ability to scratch now, and pay later is a serious advantage...

  and ability to ring up (food chips/soda etc.) sales as lottery purchases and say the "missing" inventory of food/soda was shoplifted

  So the new "loophole" to winning big seems to be becoming a lottery retailer, and mass scratching tickets. 

   

  I can't believe they don't have a policy that blatantly forbids playing at one's own store. They want to destroy open books when a retailer closes, or returns the book for a credit, but they're okay with allowing retailers to scratch at their own store?!??!?!

   

  These retailers who won big are people who were likely doing research. The one who won the $2M on the $10 Holiday Cash probably requested instant liability, and book inventory reports. With 4-5 $1M prizes, and 1 $10M prize remaining on World Class Cash, it doesn't take a rocket scientist to suspect the final top prize was coming. With the generally decent payout, odds at hitting $1M, great odds at hitting $20k, this retailer likely said...F it, I'm going to take the plunge.

  The logic that the Florida lottery uses (or doesn't use, as one of the largest lotteries in the world)...

   

  I just wrote them an email regarding this topic, and I would appreciate if others did as well. If someone is feeling motivated and wants to write a news agency/journalist, this may be a juicy subject that someone would love to do a story on as it is dealing with millions of dollars and arguably scandalous.

  We just got a worker claiming a 5,000,000 (Spectacular) here in the city. You know, he is probably one to buy after a few losers, like "deductive reasoning", but really how much of an edge could he have? (Not counting the strategy of narrowing book #'s), but these are just minimal advantages in my mind. I definitely believe a worker or store owner should be banned from playing their own tickets, and not just while they are on shift, altogether. Playing off-duty at a separate retailer does seem more than reasonable.

  Received a response from the Florida Lottery:

   

  "Thank you for your email. Florida Statutes do not prohibit Lottery retailers from playing Florida Lottery games. The two retailers you referenced are both in good standing and are able to play Florida Lottery games regardless of where they purchase their tickets.

   

  I hope this information has been helpful to you. Thank you for your interest in the Florida Lottery."

  I seem to remember back in 1988 when the Florida Lottery started that store workers could not play from their own store. I remember some of the clerks saying they had to go to another store to play. Don't know whether it was a lottery policy or an individual store policy. The Florida Lottery started out with $1 scratch off tickets (online games came later) and I also remember stores requiring you to sign all winning scratch tickets to redeem them, even free $1 ticket winners...

  Has anyone seen anything recently?? I have gotten on $100 win on GRD in the past week.... everything else just pure bs.... bought 6 GRD tonight all 6 dudes....

  I went 50-50 with a co-worker on a roll of the $20 Monopoly.  It has been over a year since I bought a roll so I figured I'd give it another try (despite knowing better).  The results were average as expected - $345 return.

  The distribution was:

  01 $100

  02 $40

  05 $25

  09 $20

  16 $20

  19 $20

  20 $30

  22 $50

  26 $20

  27 $20

  Total $345

  Check that gap from 009 to 016. That’s feels like it’s been happening more on the $20s recently

  Thanks skeptic.  I was not too disappointed.  My co-worker had never bought a roll and wanted to see if I'd go in on half of the cost.  I told him upfront that our worst case scenario was $245, most likely scenario was $345 and likely best case scenario was $545 (1 $100 win and 1 $200 win) unless we got very lucky.  The only reason we chose the Monopoly roll was because at least 2 of the $1M prizes are floating around and possibly the last $5M prize as well.  It is a very difficult game to play long-term because the prize structure is top heavy (albeit with decent odds for the top prizes given the $20 ticket price especially in comparison to the 100X).

  Through my big chase on Super Millions, I was noticing roughly 1 in 20 books being profitable. The vast majority were $245 and $345 returning books, with a $445/$600 being considered a real “treat”. Lol.

  It just shows how hard it is to make a profit on a book. Truly, the Gold Rush games are the best bets for someone looking to make a small profit since the frequency of the $500 prize is around 1 in 6 books.

  I bought 6 $20 Monopoly in a row, all losers. They were tickets 5 through 10. I haven't had much luck with that game.

  I didn’t send an email but I did post this the other night on their Twitter feed after reading the thread on here and realizing there are advantages retail owners hold and while it’s still a long shot to win a large prize like the $10M WCC, his odds were far better than any of ours and that’s not exactly the level playing field The Florida Lottery wants people to believe they offer. Needless to say, I received an email the next morning (Mon AM) saying that my request for Liability Report was “under review” by the Communications Director and I’ve never gotten an email stating that before any other request for it and I’ve requested it every Monday for about three months now. They ended up sending it two hours later but still...

  I posted this as well that night. I was mad as HE???? that night! LoL So far it had over 250 views by users so at least it may plant a little seed in some people. And the FLA Lotto uses their Twitter A LOT to market their brand.
