  If 3 of the 8 numbers are correct, at least 1 ticket will match 3 numbers.  This wheel is from Lotto Pro 2014

  There is a wheel for 8 numbers that will create 5 tickets that guarantees 4 0f 5.  Not sure what you are asking for.  Good Luck.
