I can't speak for any one else in my state or other states but judging by what I see in my state there doesn't appear to be a rhyme or reason to where winning tickets are and where they are shipped to. Plus, for instance, I wouldn't expect my lottery jurisdiction (South Carolina Education Lottery) to give details as to where winning jackpot tickets would be as that would create a mad rush in that city for people trying to buy tickets I would presume.
The SCEL however does release information on where winning tickets (scratch & online) are sold if the value is over $500 including where the ticket was purchased, the amount, city and county in SC after they have been redeemed. Based on that information one could possibly make a guess as to where jackpot scratch tickets are most likely to be sold.
I have a friend that has worked in the SCEL offices for several years now and from what I understand she isn't at liberty to discuss anything about the lottery as she's signed to a confidentiality agreement and actually I think any one who's an employee of the SCEL no matter their position in the organization are signed to a non-disclosure. Also from what she has told me in the past because she's an employee of SCEL she and her immediate family are barred from playing the lottery in any way shape or form.
Bottom line, if an employee of the SCEL knew where winning scratch tickets were going to be shipped to and what packs they would be in they would not be a liberty to tell unless they want a termination, lawsuit and possible jail time on their hands.
