If I enter a set of numbers of any quantity. Is there a way to produce a random mix of that set of numbers?

simple answer is yes.  for a specific answer we would need more info.

basic process:  lets assume you you have a set of 20 numbers and you want to select 6.  generate a random number between 1 and 20. check that it has not already been used then use the random number as an index into your 20 number set. repeat until you have the desired qty of numbers.

reset and repeat as many times as desired

Enter a group of numbers you want to wheel, And it would mess that set in random order to enter in the wheel. For a different way to play the numbers instead of hot average cold and or frequency. Which is the common practice.

Random.org has something called a 'list randomizer'.  Type in your 20 numbers and they will give them back in random order.
