It give the name , the city, the person lived in when they win, the winning amount, the type of game or ticket they win on. Sometime where the winning ticket was purchased at, it location. What you get to see is not their address, winner Austin,Tx. or Dallas, Tx. etc...

In Texas they will give you the winner name, name/location where ticket was purchased, if it was a scratch-off the ticket # and the amount of the jackpot. You can email the TLC and they will email it to you it comes on an excel spread sheet.

          Skyline69,

I'm not sure if this answers your question but the Illinois lottery posts this on its website:

LUCKY DAY LOTTO PRIZE PAYOUTS FOR EVENING SUNDAY SEPTEMBER 28, 2014
          WINNING NUMBERS: 01 - 05 - 09 - 12 - 23
PLAYERS MATCHING 5 OF 5 NUMBERS INCLUDING SUBSCRIPTION WINNERS 1
          EACH PLAYER WILL RECEIVE $100,000.00

          WINNING TICKETS WERE SOLD AT 100559 MOUNTAIN I 3713 W ROOSEVELT CHICAGO/60624 - See more at: http://www.illinoislottery.com/en-us/Lucky_Day_Lotto.html#tabs-numbers

          ________________________________________________________________

That's the number of winners, amount won and where the ticket was purchased.

After that person shows up to collect the winnings their first name and photo will be posted on every lottery monitor in the state.

Here's an example from the Winner's Gallery page:

          http://www.illinoislottery.com/en-us/Winners_Gallery.html

I'm thinking maybe by open records you mean total money taken in, paid out, and that sort of thing.

Those who run the lotteries love it when players look for consistency in something that's designed not to have any.

There is one and only one 'proven' system, and that is to book the action. No matter the game, let the players pick their own losers.
