Firstly, you have posted numerous threads. Are you desperate to win? If so, the lottery is about the worst way. A local casino would be a far better alternative - much better odds, and instant cash (lotteries don't pay out quickly for even moderately low prizes, such as $600-$5,000 depending on locale).
As for pick 4, there are lots of programs and strategies, but none are guaranteed, and none are quick. Ultimately, it comes down to how much one plays and luck.
Past results don't have any effect on future draws. Each draw is independent. But even if one hypothesizes that one draw affects another, there's another issue to consider that would make that moot anyways - most all lotteries do "test" draws (Texas publicizes their test results, but most lotteries don't), switch the ball sets and/or ball draw machines, and/or computer randomizer equipment (some drawings, such as Powerball and Mega Millions, use both; computer randomizer for the multiplier number).
The only lottery strategy I've ever read that actually worked was with extended-play instant lottery tickets (ie. bingo, tic-tac-toe, crossword, etc) that had patterns of numbers / symbols showing that could be analyzed to determine whether it was likely a winner or not prior to scratching. Lottery ticket vendors are well aware of the issue and have addressed it with better randomization, and lotteries themselves now strongly encourage, or even require, instant tickets to be sold in sequential order (ascending or descending doesn't matter, but once started, no tickets may be skipped).
But anyways, personally, I've found picking my own numbers or quickpicks yield about the same number of winners. There's no fast way to winning the lottery. Faster way is the local casino. Good luck.
