  I agree with Gov.Bentley, "a lottery won't solve Alabama's General Fund budget problems". However, the additional revenue raised would be very helpful.

  Alabamians spend millions on other state lotteries, why not capture that revenue by having an Alabama State Lottery?

  Having a state lottery is not a "right" it is a choice.  If the majority of the people in the state want a lottery they will eventually get it.  They vote for their elected state officials. 

  Personally, I only care what happens in my state and not in Alabama, Nevada, Mississippi or any other state.  The first lottery I ever played I had to get tickets in a neighboring state.

  The people of Alabama aren't delusional. We don't believe a lottery started here will solve Alabama's General Fund budget problems in it's totality. 80% of the people want the lottery. We want to see some percentage of this new revenue, specifically earmark for improvement in educational system here.

  Eventually, is the key word here. It seem that easy. In reality any Adult, entertainment the people really like, the elected officials will let it get started here , then go searching for  some old laws to stop from happening. Something like this wouldn't have concern me either in the past. I move here from a state at had it all. The way you,re talking, would I be correct that you got your first lottery ticket at the Ill. state line. lol

   The Lottery Act initially required that 50 percent of total annual revenues be returned to the public in the form of prizes and at least 34 percent of total revenues be allocated to the benefit of public education. No more than 16 percent of total revenues were to be used for administrative costs.

  In 2010, the Lottery Act was changed to allow the Lottery flexibility to pay out more money in prizes and reduce the administrative cost limit to 13 percent of total revenues. Along with that flexibility, the new law required the Lottery to meet minimum levels of contribution to public education. Revenues to education are placed in a special fund, known as the California State Lottery Education Fund, which holds revenues until they are allocated on a per capita basis, using prior year certified Average Daily Attendance data, to the following categories: K-12 education, Community Colleges, the California State University, the University of California, and other educational entities.

  $28 Billion to Education Since 1985

  In the 29 years since sales began in October 1985 through June 30, 2014, the California State Lottery has raised approximately $28 billion for public education, including about $1.35 billion in Fiscal Year 2013-14. While that amount is relatively minor compared to public education’s overall budget, it’s still needed money schools are putting to good use.

  Our promise to California is to provide supplemental funding to California public education on all levels from kindergarten through higher education, plus several specialized schools. And since we sold our first ticket in 1985, we’ve kept that promise.

  Not Illinois but the great state of Ohio!!  I used to buy them in Michigan also!  You are right old laws are tricky and hard to work around.  I wish you luck!

  As operator of The National Lottery, Camelot is committed to maximising returns to National Lottery Projects through selling tickets in a socially-responsible way.

  Camelot runs the most cost-efficient major lottery in Europe, with around 4% of total revenue spent on operating costs and less than 1% retained as profit after tax – a key factor behind it delivering, on average, over £33 million each week for National Lottery Projects in 2013/14. To date, National Lottery players have raised over £33 billion for these projects, with more than 450,000 individual awards made across the UK – an average of 144 lottery grants for every postcode district.

  As has always been the case, the total amount which Camelot delivers to National Lottery Projects under its current licence depends on a number of variable factors, including the mix of games sold, the channels through which they are sold and the level of unclaimed prizes.

  From total ticket sales of £6,730.9 million in the year ending 31 March 2014, £1,751.1 million was raised for National Lottery Projects, while £3,524.4 million was paid to players in prizes. Over the same period, £807.7 million was paid to the Government in Lottery Duty and £309.8 million was paid to retailers in commission.

  The allocation of National Lottery funding

  Although Camelot is responsible for generating returns for National Lottery Projects it plays no role in the allocation of funding, which is the responsibility of 12 National Lottery distribution bodies, each with specialist knowledge of their sectors.

  The income raised for National Lottery Projects from ticket sales is paid by Camelot into the National Lottery Distribution Fund and then allocated to the distribution bodies according to a formula set by the Department for Culture, Media, and Sport. In the year to 31 March 2014, the money Camelot delivered for National Lottery Projects was allocated as follows:

  Health, Education, Environment, and charitable causes – 40%

  Sports – 20%

  Arts – 20%

  Heritage – 20%
