    A person can only drink so much and they'll pass out. A person can only take so much drugs at one time that they will pass our or od. 

    An out of control gambler (called degenerates in casino jargon) will play until it's all gone and then go get some more by any means so they can play some more. Embezzlers think the day will come when they'll get it all back but they never do. 

    Then in some cases things like the article linked in the OP happen. 

    Casinos are as much in the ego business as the gambling business. They shouldn't send out promotion invitations to known degenerates but they do. It

    It's equivalent to offering a drink to an alcoholic.

    Those who run the lotteries love it when players look for consistency in something that's designed not to have any.
