  While the deadline is officially April 21st, that day is Easter Sunday and unless lottery officials are willing to stay open that weekend or extend the deadline to Monday ? The deadline would be Friday April 19th. Leaving the claimant roughly 9 weeks and a few days remaining.

  30.7  Prize Claim Period.  Prize claims shall be submitted within the period set by the Party Lottery selling the Play.  If no such claim period is established, all grand prize claims shall be made within one hundred eighty (180) days after the drawing date. (10/23/2018 + 180 = 04/21/2019)

  Odds are the prize could be claimed as late as 4/22. As a general rule deadlines are extended when what would normally be the last day is on a day that the relevant office is closed. Since the lottery's offices will be closed on Sunday, and probably on Saturday requiring the prize to be claimed by Friday the 19th wouldn't allow the winner the 180 days allowed by the rules. And then there's the likely public outcry if they refused an otherwise legitimate claim for being a single day late when the offices had been closed for the last two days of the claim period.

  Of course the winner would be incredibly stupid to wait until the last day, since there are a number of things that might cause them to not get to the lottery office in time. Very few people who would wait more than a couple of weeks are likely to be stupid enough to go by themselves at the last minute, so even if the actual winner or person transporting the ticket were to have a heart attack and die before hitting the ground an hour before walking through the door there's probably somebody else who can deliver the ticket, but it's still a very good idea to have a few days left just in case something interferes with getting there.
