  Beyond standard wheeling are Pair Wheels, Group Wheels, Zone Wheels, etc.  These are blocks of place holder spaces waiting for you to input the numbers.  The wheel is the pattern of coverage, there is no consideration of what numbers will fill the spaces when the wheel is designed.  A 100% wheel is a closed cover.  25% coverage would be an open cover design.   Problem is the choice and positioning in the blocks of numbers determine the actual lines that will be played and they decide whether you win or lose.
