I've asked this of a few places I've gotten scratchers at, and nobody knows anything. If they do, they aren't giving up the info.
I would like to buy an unopened pack of a specific scratch game. I've been told by a few lottery "professional" scratch players that I should buy a new pack when the new rotation of a game starts.
But I don't know how to find out when a new rotation on the scratch game comes out, or if there is a certain way to tell a brand new rotation pack from the end of the previous rotation pack.
Does anybody know what I'm talking about? If so, is there a way to tell when a new rotation has come out? Where to get them?
Can you order packs from the lottery itself without having to be an authorized seller?

In FL they announce release dates of new tickets in advance. Usually they arrive that day via FEDEX or UPS to retailers. They may have to open the pack to scan and activate. I bought like $5K worth of packs years ago when a new game came out. It returned only 50%ish of what I spent. I honestly would not buy full packs. ALL of the BIG winners I have heard of on here are "one and done" or just a few. Good luck.

I re-read your question and it looks like I didn't answer what you are asking. Go to the FL thread right below this and ask there. There are peeps who chase games and can likely give you a good idea.

You need to get friendly with a c-store or gas station owner and tell them what you're looking to buy. If they like the sound of a customer opening his wallet and paying a couple hundred for a roll of scratchers, which most do, they should be able to hold a roll for you or at least let you know the release schedule.

Are you referring to the "Book number"? These are sequential, and randomized. There are some games with over 1 million printed books. When a game is first released, you'll tend to see a spread of book numbers in the lower range 0-10k range, 20k-30k, 40k-50k, etc. They have "pools" or groups of books of tickets. They tend to randomize which books are within various pools, but there seems to be some type of control in the distribution of grand prizes which is why you don't hear of games having all jackpots claimed within the first week. They're divided randomly, and incrementally.

You can at Florida Lottery district offices, so I imagine that you can in Texas as well. Most retailers would also be willing to order books, and sell entire packs of games for you. Many will let you pick, and then will request to have that book delivered to their store.
As BuyLow mentioned, I wouldn't recommend buying books. The payout rate is usually 50% on average.

I don't have a problem with anyone selling me an unopened pack of scratchers, but nobody knows when the new game packs come out.
Specifically the Texas Weekly Grand scratch off games. And I've been told the best way to get higher winning scratchers is to buy them by the packs, right after a new rotation comes out. Supposedly, according to the lottery "pro's" I've talked to, all the "big" ticket wins are always in the first half of the rotation. Thats what I've been told by several people anyway.
I looked on the Texas Lottery site, but I didn't see any place to order packs online.
