Offline, without hosting and no costs?
hml with js. Everybody has a browser.
Textarea + eval() does custom.
No evals. More of Java Script frameworks with plain HTML and CSS(no server side processing). Code is Obfuscated to reduce copying of code or at least makes modification difficult. All open source or freeware scripts used in this code are given as is with their own licenses.
As the author of this tool,I give permission to use both offline and online(host it if you want to use it online). And as usual I take no responsibility for any sort of hardware or software failures(a generic copy left license).
Zero cost. My intention/goal was to create an offline Pick N wheel. That's what this tool provides(and I have provided similar tools in the past).
Check the tool, use it and provide feedback.
Nothing is transferred over network(no goofy stuff - no sniffing - no advertisements) - wheel configurations are stored offline(nothing will be stored on servers). I would prefer people to not charge any fee for using the tool and not show advertisements if they host this tool. And I take no responsibility on the impact of this code deployed and provided as online tools by others.

Forget about the code snippets. Check the tool and provide feedback.
You should/could collect feedback of users. Money spent and money won based on the tool, count of combinations played. Also what triggered the winning. Finally the tool has a goal, winning the game. Dry play without betting should not count.
I have a jackpot-winner 5/39. I don't play pick 3, and we do not have pick 4 in this country. The next game like this is front and back end joker with a zodiac. That one is even worse, but if you can find the zodiac.
I looked at downloaded html+script+style and working code or much wasn't provided in the files. That's my feedback.

Hello Speler. This tool is a wheel for for the pick games. It's goal/job is to wheel the numbers the user selects.
The goal of the user is to select the winning numbers and make a profit. The tool is'nt responsible if the user
does not pick the winning numbers. I think you are missing the point of the (creator of the wheel's) request for
feedback. It's great that you have a 5/39 win, but that has nothing to do with weather or not this wheel does
what it's designed to do. For me, I like the wheel's options but at the end of the day it's up to me to find the
winning numbers to input.

As of now this is a wheel with filters.
For now,, If you have an application like Lotsoft pro or lotterypost memberships or any other statistics providing application or tool, it can be used with this tool to make selections. Or if people manually track with graphs or paper, they can use them to choose filters.
Some statistics are available online too - free and paid.
I have plans to add some statistics with BYOD(Bring your own draw) style statistics and minor filtering using the draws.

Good luck and congratulations on your win.
Were you able to extract the zip file to a folder and then open the html file with a browser? - I tested this with Chrome, Firefox, Edge and Opera browsers. I also tested this tool with Opera browser on a Samsung phone.
If it is not working, let me know your folder structure and where you extracted the zip in your drive or filesystem and the operating system, browser name and version. A Screenshot would help.
Most of the time, I have seen people directly opening the html from zip file without extracting it - using windows compressed file opener or winzip or winrar or 7zip or other compressed file openers.
I told that it can be hosted by users as long as they keep it free and don't modify it. Thye can host personally and use it in whichever way that want.
I see 3 to 4 users using this tool. And this started with a simple digit wheel request from a LP user.
1. Patterns grids - each section will show Dominant,None and Exactly Half as select/deselect buttons.
e.g., Low High patterns : LH - L Dominant, H Dominant, L None, H None, L exactly half and H exactly half are shown. These help a lot with filtering - including/excluding based on which value will be dominant/less/missing/exactly half of the pattern.
For Pick 3.
Straight Positional Patterns & Filters(Off of straight combo)
Low & High
Select All L Dominant
Deselect All L Dominant
Select All H Dominant
Deselect All H Dominant
Select All L None
Deselect All L None
Select All H None
Deselect All H None
Select All L Exactly Half
Deselect All L Exactly Half
Select All H Exactly Half
Deselect All H Exactly Half
Exactly Half would be helpful with even picks game like 2,4,6,8,10 where patterns like LLHH endup as exactly half of one or the other(in 3 value patterns like OCS it would see if it is half of the pattern - like OOCS - O is exact half).
This helps filtering multiple values with ease. With large wheels like Pick 5/6, the user need not click so many check boxes(adding more buttons under each grid to avoid less clicking to aid in more filtering with ease).
2. Speed improvement and ability to render and wheel(even full wheels) larger Pick games.
tested so far :
Pick 3(< 1 second), 4(< 8 seconds) and 5(< 1 1/2 minute) full wheels are faster.
Pick 6(13 minutes) full wheel(Will take some time, but works - wheels 1000000 picks).
Obfuscation is having a hit on performance. The version I have is lot faster without obfuscation.
Rendering up-to Pick 10. Wheeling all numbers might take too much time for large pick games as those are in millions. Reducing primary digits in each position and wheeling will give faster results. The larger the pick game rendered, more memory will be utilized and wheeling would take time based on how many positional digits are wheeled.
Backward compatibility with already stored wheel configurations from older versions would not work for certain sections with these newer versions. Going forward, they will be kept compatible.
I will be adding more filter grids with different possibilities to select/deselect and some more sections(text/csv filters).
Keep experimenting. If you come across any defects or bugs, let me know.

hello TAMI make wheels with filters on pick 3 and 4 from previous draws up to 600 draws not repeating at least the three digits ex
on the wheel generated 458, but this 458 has already been drawn in the list of 600 previous draws so exclude 458,
then find a way to create the veen chart because the chart avoids conflicts in the filters, positional filters is a good way you are doing, great job, control of repeating patterns
positional = even / odd low / high ( 0 to 9) cntrol the frequency of these 4 patterns in each position,
