It depends on where you live. Different states, different rules.

You Tube has lots of info but I'd go to the official state lottery website before handing my ticket to the clerk at the local convenient store.

To clarify I mentioned paying an actual fee for collecting lottery winnings because you confused tax deductions with a "fee". The Ohio Lottery created a payment process where prize winners under $5001 could collect the next day and didn't have to wait six weeks to get a check. At that time any retailer could validate the ticket and give a Pay to Bearer/File Claim Form receipt, and the original ticket. Players then took the form to a designated bank for payment and the banks charged a $10 processing fee.
To further clarify It's been 13 years since I even bought a Ohio Lottery ticket and their process for paying winners obviously changed. The Ohio Lottery now use 40 "Super retailers" and 7 racinos along with 2 racetracks instead of a bank to pay winners. The current claim formno longer requires notarization, but the winner affirms: "I am / am not (circle one) in default of an administrative or court order in Ohio requiring the payment of child or spousal support (Knowingly making a false affirmation regarding default under a child or spousal support order is a criminal offense under Revised Code section 3770.99(B))." when they sign the form.
The Florida claims form is slightly different than in Ohio as is collecting the winnings. So if you ever win a prize over $600 download your states claims form and follow their instructions.
